Cynthia Elaine Martin, lovingly known as the “Overtime Queen” and the “Top Shooter,” transitioned peacefully on February 18, 2026. Born on April 25, 1968, Cynthia lived a life defined by strength, perseverance, unwavering faith, and unconditional love for her family.
Cynthia proudly served as a Federal Police Officer with a top secret clarence for the federal government. She was known for her exceptional precision and skill, earning the nickname “Top Shooter” because she never missed her target. Her tireless dedication and unmatched work ethic also earned her the title “Overtime Queen,” as she consistently went above and beyond in her service. She was never one to quit; she persevered through every challenge with determination and courage.
Outside of her career, Cynthia was a giver who gave wholeheartedly and passionately, especially to her family. As a devoted single mother working multiple jobs, she still made time to nurture and support her children’s dreams. She believed deeply in her son Deontae’s singing career and faithfully supported him, taking him to auditions — including American Idol — and standing by him every step of the way. She also encouraged her son Frankie to “shoot for the stars,” constantly reminding him how much she loved him and believed in him. Her words of encouragement and unwavering support gave her children the confidence to dream big.
A woman of strong and unshakable faith, Cynthia trusted in God completely. She was a true prayer warrior who believed in the power of prayer and prayed fervently over her family, especially her grandson who was born prematurely. Her faith never wavered, and she stood boldly on God’s promises.
Family was her heart and her pride. She cherished family gatherings, especially enjoying her mother’s famous crabs with the special dipping sauce. During football season, she enthusiastically cheered for her favorite team, the Washington Commanders (formerly known as the Washington Redskins). She treasured time spent with her father and found her greatest joy in her grandchildren, who were truly her pride and joy.
Cynthia leaves to cherish her loving memory her children, Shaneka Martin (Jamil Williams), Deontae Green, and Francis “Frankie” Partee; her grandchildren, Kareem Williams, Kyree Williams, and Ka’Layah Williams; her parents, Johnnie Martin and Sandra Robin; her siblings, Floretta Davis, Tressa Ransome and Woodrow Robin III; her bonus children, Precious, Michelle, and Yolanda; along with her beloved fur grand-baby, Luigi.
She was preceded in death by her grandmother, Essie Martin, and Willie Dean Jackson.
Cynthia’s life was a testament to resilience, faith, encouragement, and unconditional love. She inspired others to strive higher, to persevere through hardship, and to trust in God through every season of life. Her strength, laughter, prayers, and unwavering belief in those she loved will forever live on in the hearts of all who knew her.
She fought the good fight, kept the faith, and finished her race with grace.
